Pope John's Announcement of the Council and the Code
Less than three months into his pontificate, Pope John XXIII (reigned 1958-1963) announced his intention to hold a synod for the Diocese of Rome, convoke an Ecumencial Council, and reform the Pio-Benedictine Code of Canon Law. The formal presentation of the revised Code of Canon Law occurred on February 3, 1983, eight days after its promulgation. Three addresses in Italian were delivered by Abp. Castillo Lara, Cdl. Current law on beatifications and canonizations
In contrast to the Pio-Benedictine Code which treated beatification and canonization procedures extensively (see 1917 CIC 1999-2141), the Johanno-Pauline Code contains but a single norm in this area: 1983 CIC 1403. § 1. Causae canonizationis Servorum Dei reguntur peculiari lege pontificia. § 2. Iisdem causis applicantur praeterea praescripta huius Codicis, quoties in eadem lege ad ius universale remissio fit vel de normis agitur quae, ex ipsa rei natura, easdem quoque causas afficiunt. English trans., § 1. Special pontifical law governs the causes of canonization of the servants of God. § 2. The prescripts of this Code, however, apply to these causes whenever the special pontifical law refers to the universal law, or norms are involved which also affect these causes by the very nature of the matter.
